PROGIRA® manager

PROGIRA® manager

Tailored Information system for ultimate radio spectrum management.

PROGIRA® manager is the cutting edge tool for spectrum management based on ESRI ArcGIS supporting multiple coordinate systems, frequency clash detection and dynamic contraint control.

PROGIRA® manager meet the requirements of the relevant ITU-R Recommendations as specified in the following documents and other related ITU documents:

  • SM.1047 “National Spectrum Management”;
  • SM.1370 “Design guidelines for developing advanced automated spectrum management systems”;
  • SM.1537 “Automation and integration of spectrum monitoring systems with automated spectrum management”.
  • SM.1049 : “A method of Spectrum Management to be used for aiding frequency assignment for terrestrial services in border areas”
  • ITU Handbook on National Spectrum Management, edition 2015

The Spectrum Management System (SMS) includes:

Application process – This process supports the data entry of the application form, application validation and processing for any authorization requests, and includes the following functions:

  • Data entry of application information
  • Automation of update of large data files in MS Excel format
  • Control and Track the processing of license/concession applications
  • Data validation

Frequency planning provisioning process – This process supports the processing and analysis required to approve a requested frequency assignment, or to respond to a request for international coordination from a neighboring country administration.

ERP restrictions towards neighboring country

Authorization Process – This process manages the administrative functions involved in issuing, renewing and modifying licenses.

  • Issue a license that has been indicated as ready
  • Increase the fee for an existing license
  • Amend license information
  • Suspend and reinstate a license
  • Cancel licenses
  • Support data entry of new license applications

Fee processing -This function allows the setting and changing of fee rates. It also supports the management of financial tasks, such as recording of fee payments, payment transactions, payment status associated with licensing and certification functions, production of invoices, and production of financial statements in statistical or individual format. The fee processing function will also support the exportation of financial data to an external commercial accounting package.

Report processing – The SMS is capable of producing a number of built-in standard notices, invoices, correspondence, engineering analysis results, text format reports, and graphic reports, available to the operator via the report processing function.

Complaint processing – This function supports the efficient processing of interference complaints through the following steps: record the complaint, check the complaint for administrative merit, analyze the complaint for technical merit, and track complaint through to resolution and issue resolution closure report.

Transaction processing – This function creates a record in the database, registering the date, time and identity of the operator who performs each transaction.

The analysis tools include;

EMC Analysis Tool – The EMC analysis tools will include the following interference mechanisms: Receiver Desensitization analysis; Transmitter Noise analysis; Frequency Interference (Co, Interstitial and Adjacent Channel or distant channel) analyses; Multi-signal third order Intermodulation analysis; Co-site analysis.

Broadcast Analysis Tool – supports the assignment of frequency channels based on a search of the database, Examples of functions that will be provided are station coverage zone prediction; station interference zone prediction; cross border coordination.The tool provide for both analogue and digital broadcasting with capabilities i.e.: Search (Support the assignment of frequency channels based on a search of the database and display of search results on a user selectable map background) and Analysis (Coverage zone prediction and Interference prediction including intermodulation analysis)

EMC of Broadcasting Services with other services – Analyses to ensure compatibility, following the Recommendations ITU-R IS.1009 “Compatibility between the sound-broadcasting service in the band of about 88-108 MHz and the aeronautical services in the band 108-137 MHz” and ITU-R IS.851 “Sharing between the Broadcasting service and the fixed and/or mobile services in the VHF and UHF bands”, will be available.

VHF/UHF Analysis Tool – These tools should use an appropriate propagation model to compute propagation loss and field strength in the VHF/UHF frequency range. A selection of propagation models may also be offered for user choice.

Microwave Analysis Tool – These tools will use the Free Space (Recommendation ITU-R P.525) or other appropriate propagation models to compute propagation loss and field strength at frequencies up to minimum of 50 GHz or higher. The tools will permit both terrestrial and satellite stations to be analyzed.

Land Mobile, Maritime and Fixed Services – Analysis tools provided will utilize propagation models which consider the effects of terrain (using digital terrain elevation and surface cover data), and will be consistent with the procedures discussed in Recommendation ITU-R P.1144. The supplied analysis tools should be able to function in the absence of digital terrain elevation and surface cover data. Potential interference cases identified after an analysis run can be displayed on screen with user selectable map background.

The DBMS software provides the following features:

Security – DBMS will enable database administrators to, define the operations (read, write, modify) that each user can perform on each database object. Activity logs indicate any unauthorized activities.

Scalability – The DBMS will be scalable in order to handle future growth.

Customizability – the system will be customizable. “As-is” solutions are to be avoided. Each NTRC’s requirements are different and so specific workflows and forms are required. The NTRC will have the possibility to adjust the technical processes, as well as the templates for the generation of customized reports.

Reliability/ Integrity – No successfully executed transactions are lost due to system failure.

Transaction based operations – guarantees that operations will be done in a discrete fashion. This capability guarantees semantic integrity in the database. Database definition languages also include the ability to impose constraints in order to assure referential integrity in the data

Multi-user functionality – The DBMS engine will scale to the required number of users to be connected to the database and handle concurrent access to the information

Contention management – The database will handle the contentions of users trying to access the same piece of data and appropriately lock data that is being updated.

ESRI ArcGIS Runtime is a lightweight product used for displaying geographical information in PROGIRA® manager. ESRI is a leading GIS vendor on the global market. (

Built natively from the ground up using C++ and GPU acceleration, ESRI ArcGIS Runtime SDKs expose the full capability of the ArcGIS Platform to mobile, desktop, and embedded devices. Whether you’re using ArcGIS Online or ArcGIS for Server or have disconnected users, ArcGIS Runtime SDKs let you do all things GIS, from simple map display or routing to advanced analysis.

ArcGIS Runtime is a framework for developing map-centric applications with functionality added via widgets (for editing, geoprocessing, introspection, etc.). The user experience and programming model is consistent across desktop and mobile devices but is optimized for each platform’s capabilities and programming model. This means great user and development experiences on any one platform, but no portability of Runtime applications between platforms. Map data and geoprocessing functionality can be accessed over the web (via ArcGIS online or an ArcGIS Server) or locally in tile, map, and geoprocessing packages.

The programming model closely matches existing web service APIs and treats local and remote data identically. This web-service-centric approach implies coarse-grained interfaces and is naturally parallelizable.

ArcGIS Runtime represents a new direction for building lightweight, focused mapping applications with ESRI technology. The resulting applications are responsive, trivial to deploy, cloud friendly, and optimized for their target platforms – be they mobile or desktop.
